How can we hear their voices behind stereotyped and exaggerated portrayals promoted by mainstream communities, record producers and government officials? <em>Sounding Roman: Music and Performing Identity in Western Turkey</em> explores these questions through a historically-grounded and ethnographic study of Turkish Roman ("Gypsies") from the Ottoman period up to the present. Drawing on extensive ethnographic fieldwork (1995 to the present), collected oral histories, historical documents of popular culture (recordings, images, song texts, theatrical scripts), legal and administrative documents, this book takes a hard look at historical processes by which Roman are stereotyped as and denigrated as "?ingene"---a derogatory group name equivalent to the English term, "gypsy", and explores creative musical ways by which Roman have forged new musical forms as a means to create and assert new social identities. Sounding Roman presents detailed musical analysis of Turkish Roman musical genres and styles, set within social, historical and political contexts of musical performances. By moving from Byzantine and Ottoman social contexts, we witness the reciprocal construction of ethnic identity of both Roman and Turk through music in the 20th century. From neighborhood weddings held in the streets, informal music lessons, to recording studios and concert stages, the book traces the dynamic negotiation of social identity with new musical sounds. In this context, T?rkiye has distinguished itself by adopting a unique approach, the model partnership, emphasizing strategic partnerships and a human-centered, development-driven strategy. This approach has garnered significant attention, positioning T?rkiye as a key actor in shaping Africa’s future and fostering sustainable, mutually beneficial relationships.</p> <p>T?rkiye has taken significant steps in recent years to strengthen its relations with Africa and play a more active role. In this context, T?rkiye’s Africa policy is gradually developing with positive momentum. T?rkiye’s Africa policy is addressed in a wide range of economic, diplomatic, military, defense, security, intelligence, cultural and humanitarian dimensions.</p> <p>Although the African continent is addressed as a holistic policy, it has various regional and sub-regional systems. In this context, first of all, North Africa and Sub-Saharan Africa are evaluated as two main regions with different strategic priorities in T?rkiye’s policy development processes. Therefore, Sub-Saharan Africa is divided into various regional systems such as West Africa, East Africa, Southern Africa, Central Africa, and the Sahel Belt. Indeed, each region of Sub-Saharan Africa has differences, such as separate dynamics, cultural structures, historical experiences, civilizations, ethnic structures, and social dynamics. Apart from this, each region also has its sub-regional systems. In this context, sub-regional systems such as the Horn of Africa, the Rift Valley, the Great Lakes Region and the Lake Chad Basin stand out in pursuing more strategic policies. T?rkiye strives to offer region-specific solutions that take into account local dynamics by following different strategies in these regions and sub-regional systems as needed. In this context, the strategies developed by T?rkiye for each region in Africa include an approach that emphasizes the need to take regional differences into account and is based on cooperation with local partners and the local people of each country. This situation allows T?rkiye to establish more effective, long-term and sustainable relations by taking into account the dynamics in Africa.</p> <p>Although T?rkiye’s relations with the African continent continued at a certain level throughout the Republican period, these relations were generally limited and low-profile. However, in the last twenty years, visionary and effective steps have begun to be taken in T?rkiye’s Africa policy. During this period, T?rkiye adopted a comprehensive strategy to strengthen and diversify its relations with the continent and has made significant progress in economic cooperation, humanitarian aid, diplomatic representation, and security policies. President Recep Tayyip Erdo?an stands out as a driving force in T?rkiye’s increasing engagement towards Africa. At the same time, the Ministry of Foreign Affairs (MFA) is the primary manager and implementer of the Africa policy. The active duties of the experienced diplomats of the Turkish Foreign Ministry in Africa for the last twenty years have made it possible to implement and coordinate T?rkiye’s Africa policy successfully.</p> <p>Apart from these actors at the core, T?rkiye’s Africa policy has a wide range of institutions and tools. These institutions and tools consist of elements that can be combined as smart power. In addition, institutional platforms also have an essential place in T?rkiye’s relations with Africa. In this context, the “T?rkiye-Africa Partnership Summit,” which was last held for the third time in 2021, the “T?rkiye-Africa Media Summit” organized by the Presidency’s Directorate of Communications in 2022, and the “T?rkiye-Africa Business and Economy Forum,” which was last held for the fourth time in 2023, are essential platforms. In addition, the strong participation of African countries in the third Antalya Diplomacy Forum (ADF) held last year shows that T?rkiye’s diplomatic relations with the countries of the continent are deepening and the importance given to T?rkiye’s Africa policy is increasing, as well as the interest of African countries in T?rkiye. By making its relations with African countries more visible on such multilateral platforms T?rkiye strengthens its interactions and engagement with different regions of the continent and reinforces its positive image towards Africa in the international arena.</p> <p>In this context, the Turkish Cooperation and Coordination Agency (T?KA) plays an active role in the continent with humanitarian aid and development projects, while the Turkish Maarif Foundation (TMV) operates in the field of education, the African Culture House and Handicrafts Market (Africa Culture House), established in 2016 under the patronage of First Lady Emine Erdo?an, and the Yunus Emre Institute (YEE) operate within the framework of cultural diplomacy. In addition, institutions such as the Turkish Religious Foundation (TDV) and the Turkish Red Crescent carry out work to increase the quality of life for the local population with humanitarian aid and social support projects. Furthermore, Turkish Airlines (THY), which brings the continent together with the world, and media organizations such as Anadolu Agency (AA) and TRT Afrika, which make the continent’s voice heard to the world, allow T?rkiye’s principled model to be introduced to the world and the “T?rkiye” brand to expand its sphere of influence. In T?rkiye’s Africa policy, investments by the Turkish private sector and the presence of the business world on the continent also play an important role. In this context, investment and trade forums through business organizations and chambers of commerce, primarily the Foreign Economic Relations Board (DE?K), strengthen T?rkiye’s economic and trade relations.</p> <p>In addition, T?rkiye has the advantage of not having a colonial past and its own unique “Turkish Model” (model partnership) in its policies towards the continent. The Turkish Model covers many different areas, such as humanitarian aid, development cooperation, security cooperation, cultural diplomacy, education, and capacity building. As stated above, Africa stands out as a continent that attracts the attention of global powers with its young and dynamic population, rich natural resources, and strategic location. In this context, T?rkiye aims to contribute to regional development and strengthen its interests by acting within the framework of the win-win and equal partnership principles in its relations with the continent. The multifaceted relations that T?rkiye has developed in diplomatic and economic terms also aim to contribute to the peace and stability of the continent. In this direction, the Turkish Model offers a model based on cooperation and mutual benefit, unlike the competitive and generally unilateral policies of other actors in the continent. Furthermore, T?rkiye aims to support sustainable development in Africa by adopting a long-term partnership perspective instead of achieving short-term results with humanitarian aid and development projects.</p> <p>In addition, approaches to peace and stability on the continent, cooperation, and sharing of experiences are also developing a different relationship between T?rkiye and African countries. In particular, the instabilities experienced in T?rkiye’s recent history and the fight against terrorism, as well as the most recent coup attempt on July 15, 2016, have caused T?rkiye to transform its security policies in many areas. Especially after July 15, T?rkiye has taken a determined stance against all threats it perceives domestically and beyond its borders and increased the operational capacity of its military. This situation has enabled T?rkiye to successfully emerge from the struggle it has entered into with actors who aimed to confine T?rkiye to its geography or even only within its borders and to focus its energy on domestic politics. Therefore, the experiences T?rkiye has gained in this process and also in its relations with African countries, have closely followed the breakthroughs it has made in the context of the defense industry.</p> <p>T?rkiye has restructured its security and defense policies over a wide range, from internal security to cross-border operations, and has begun to share its experiences in this area with African countries. T?rkiye’s transfer of its experience in ensuring security and stability to African countries is not limited to military and defense cooperation. There is also information and experience sharing in areas such as combating terrorism, preventing radicalization, and restructuring the security sector. T?rkiye organizes military training, security consultancy, and police training with many African countries, especially Somalia, thus strengthening local security structures. In addition, T?rkiye’s counter-terrorism strategies and security reforms are a source of inspiration for many African countries, and T?rkiye’s experiences have a positive impact on the continent. While these security cooperations of T?rkiye increase mutual trust in its relations with the countries of the continent, they also contribute to T?rkiye’s positioning as a regional security actor.</p> <p>Within this framework it can be stated that T?rkiye’s presence, especially in regions under threat from instability and terrorism, such as the Horn of Africa and the Sahel Region, makes significant contributions to international efforts to ensure peace and security. <p>The modern Middle East took shape following the collapse of the Ottoman Empire after the First World War. This event led to the establishment of the current regional system and the integration of Arab states into the international system. The Western colonial powers played a significant role in shaping the post-Ottoman Middle Eastern regional structure. The main developments at the beginning of the emergence of the regional system were the Arab Revolt (McMahon/British and Sheriff Hussein/Arab cooperation against the Ottoman state), the Sykes-Picot Agreement (the secret Anglo-French collaboration on the division of the Middle Eastern territories), and the Balfour Declaration (the process of the creation of a Jewish state in the region).<br /> As the main root causes of Middle Eastern developments, these three factors continue to influence the current political instability and many regional conflicts. First of all, the Sharif Hussein Revolt against the Ottoman Empire in 1916 is a turning point in the recent history of the region. The Western states coined the term “the Arab Revolt,” which does not reflect reality since only a small percentage of the Arab people revolted against the Ottoman State. The same colonial powers crafted the image and perception of “Arabs stabbing Turks from behind” and “imperialist Turks.” Thus, colonial states sowed the seeds of hostility between Arabs and Turks and successfully built a wall or barrier between the two most influential states in the region. Despite the effective support given by a group of Arabs to the colonial Western states, they did not allow Arabs to establish a pan-Arab state after the First World War. They not only kept Arabs divided but also created many artificial political entities in the region. In other words, they kept the Arabs dependent on the Western global powers.<br /> Second, Western colonial powers agreed to divide the territory of the region and to keep it dependent. Literally, the Sykes-Picot Agreement is a secret agreement signed by France and Britain in 1916 dividing the Ottoman Middle Eastern territories. In reality, it does represent the imperialist spirit of the division of the region by the traditional colonial powers. Similar to the spirit and trauma of the Sevres Treaty, the Sykes-Picot Treaty has been haunting the regional people and states since then. Hence, many scholars coined the term “Sykes-Picot Version 2” to describe the further fragmentation of Middle Eastern states following the so-called Arab Spring. These already-divided territories experienced another wave of division.<br /> Third, the process of creating the Israeli state in the Palestinian territories was initiated by the colonial powers after the First World War. Historically, the Balfour Declaration was the first official document promising a “national home” for the Jewish people. In reality, it paved the way for the establishment of a Jewish state. The declaration of the Israeli state and its aggressive and expansionist policies since then are among the main reasons for Middle Eastern insecurity and instability. With the unconditional support of Western colonial powers, Israel has been using violence against both the Arab states and the Palestinian people.<br /> The region has been experiencing one of the most dramatic transition periods since October 7, 2023. Representing the Gaza Strip, which has been under Israeli blockade since 2007, Hamas attacked the Israeli targets and caused great damage on the Israeli side. It was an overall reaction to the continuous Israeli expansionism and the ongoing ethnic cleansing of the Palestinian people living in Jerusalem, the West Bank, and the Gaza Strip. The Israeli response was, or is, the most brutal one in the modern history of the region. Backed by some of the most powerful global powers, such as the United States, the United Kingdom, France, Germany, Canada, and Australia, Israel has been indifferently targeting innocent Palestinians, killing children and women, and destroying residential areas, hospitals, and schools. So far, Israel, with the support of its complicit states, has killed more than 37,000 Palestinians, most of whom are civilian non-combatants. Approximately 75 percent of those who are killed by Israel are children, women, and the elderly. Most observers call the Israeli atrocities genocide.<br /> Due to the longtime regional problems created by the colonial powers, the ongoing impact of Arab insurgencies and revolutions, and the persistent use of violence by Israel, the Middle East is on fire again. As a matter of fact, the region has been on fire since the collapse of the Ottoman Empire. That is why Sezai Karako?, a respected Turkish poet, writer, and thinker, descried the modern/post-Ottoman Middle East as “a rooster whose head is plucked” and remains in blood.<br /> Today, there is still no regional leader/hegemon or institution/political platform to provide regional security. For instance, neither the Arab League nor the Islamic Cooperation Organization can play an effective role in the resolution of regional problems. Most regional countries experience certain difficulties in their domestic and foreign policies. Many regional states lack national unity, central authority, internal legitimacy, or economic welfare. While some states are quite vulnerable, others are failed ones. In addition, as one of the most penetrated regions in the world, the Middle East is still open to the intensive intervention of global powers, and the fate of the regional nations is largely determined by the very same global powers.<br /> This issue of Insight Turkey focuses on the latest developments in Middle Eastern politics. It explores the trends and developments across the region, ranging from Israel’s war in Gaza to political affairs among Arab states. Our current issue includes four commentaries and seven research articles to provide a comprehensive analysis of the topic. Additionally, this issue includes an off-topic commentary and four off-topic research articles.<br /> The commentary section starts with an analysis of the implications of Israeli aggression in the Gaza Strip towards Palestinian people by Faed Mustafa. In his commentary, he examines the resilience of the Palestinian people in light of the Israel’s indiscriminate attacks and illegal settlements. Within a similar perspective, Sami al-Arian examines the implications of the al-Aqsa Flood for the regional order in the Middle East. Al-Arian contends that due to Operation al-Aqsa Flood, the conflict in the region may enter a new phase. He also discusses the failure of the strategic decision made by Arab states to exclusively support a political resolution with Israel.<br /> In the subsequent commentary, Hilal Khashan examines the implication of the al-Aqsa Flood on Hezbollah’s strategy against Israel. Politically, the rise of populist movements and shifts in global leadership dynamics have introduced new complexities. Escalating regional conflicts and the proliferation of non-state actors have amplified security concerns. Economically, the world faces uncertainty, marked by fluctuating markets, trade tensions, and concerns over sustainable development. Environmentally, the escalating impacts of climate change, biodiversity loss, and resource depletion present critical challenges. Furthermore, the rapid advancement and integration of technology in every sphere poses opportunities and unprecedented challenges, particularly in cybersecurity, digital privacy, and the ethical implications of artificial intelligence. This intricate tapestry of political, security, economic, environmental, and technical issues encapsulates the multifaceted nature of contemporary global difficulties.</p> <p>Besides resurgence of traditional security issues such as the return of power politics and the intensified global rivalry, the world now faces unconventional threats such as food crisis, health issues, climate change, global warming, and illegal refugee problems. The United States (U.S.) lost much of its constructive power and political will to act as an effective hegemon. Neither the U.S. nor the challenging powers such as Russia respect the main principles of international law and decisions of global international organization such as the United Nations (UN). Enforcement and respect for international law are critical challenges in current International Relations. International law acts as a framework for global governance, but its effectiveness largely depends on the willingness and power of states. The U.S. and Russia, as permanent members of the UN Security Council, profoundly influence the interpretation and enforcement of international norms and laws. However, their actions often reveal a selective adherence to international legal obligations, influenced by national interests and political objectives. This selective adherence of states above, brings to light the complexity of applying international law, where balancing national interests and political agendas with international legal commitments becomes a delicate task.</p> <p>A significant instance of this selective adherence is the U.S.’ exercise of its veto power at the UN Security Council, obstructing a widely supported resolution for an immediate humanitarian ceasefire in Gaza. This act is indicative of the U.S.’s distinct role in international decision-making, which should ideally contribute to global welfare rather than represent a form of exceptionalism. Against this backdrop, the “World is Bigger than Five” discourse by President Recep Tayyip Erdo?an becomes increasingly relevant, calling for a more inclusive, just and representative global decision-making process for the UN.</p> <p>Echoing UN Secretary-General Antonio Guterres’ comments on the U.S.’ veto in the Security Council ーwhere he noted, “The delay comes at a cost, the (Security) Council’s authority and credibility were severely undermined, and the resolution is not being implemented”ー there is an urgent need for reform in the UN system. Such reforms are vital to confront challenges like the U.S.’ veto power, ensuring the UN’s capacity to effectively prevent wars and maintain international peace and security. At the end, the world system has totally collapsed, especially after the most recent violations of the system such as the invasion of Ukraine by the Russian Federation and the Israeli genocidal acts in the Gaza Strip against the innocent Palestinians. While the Western states, which are considered as the pro-status quo powers, fiercely opposed the Russian invasion of Ukraine, they did not oppose the Israeli atrocities. On the contrary, Western countries, particularly the U.S., have provided unconditional and limitless military, political, and economic support to Israel. As mentioned earlier, such selective adherence exacerbates the crisis on this matter. Furthermore, global international organizations such as the UN, as Secretary General Guterres underlined, fail to prevent regional and global conflict and to punish the states who violates basic human rights and commit war crimes.</p> <p>In this chaotic and unstable world, many middle power states have been trying to form regional coalitions to increase their deterrent powers and to establish balance of power against real or potential threats. T?rkiye, as a regional power and a global actor, has also been trying to form bilateral and multilateral regional coalitions with certain countries to maximize its national interests and also to increase its regional effectiveness.</p> <p>Within this context, the AK Party government, under the leadership of President Erdo?an, has declared the establishment of a Turkish Axis at the beginning of the second century of the Turkish Republic. When examined closely, it can be easily inferred that there are two main groups of states that T?rkiye can improve its relations to form the Turkish Axis, namely Turkic and Muslim states. T?rkiye has accordingly tried to improve its relations with the Turkic states in the context of ongoing geopolitical turbulence and shifts at the global and regional levels. In alignment with its broader geopolitical strategy, T?rkiye has played a crucial role in shaping the OTS, particularly since the 8th Turkic Summit, which took place in ?stanbul on November 12, 2021. This influential role was further highlighted in the wake of T?rkiye’s significant support to Azerbaijan during the Second Karabakh War. This involvement not only solidified T?rkiye’s relations with fellow Turkic states but also expanded its strategic and economic engagement in the (Turkestan) region. Such developments are indicative of T?rkiye’s escalating influence within the Eurasian geopolitical sphere, characterized by a harmonious blend of diplomatic, economic, and cultural cooperation under the auspices of the OTS framework. T?rkiye recognizes the strategic significance of its engagement with the Turkic states located in Central Asia and the Caucasus, the regions that have long attracted the attention of global powers due to their abundant natural resources, strategic location, potential for economic development, transportation, logistics, and connectivity.</p> <p>T?rkiye has consistently nurtured and progressively strengthened its relationships with fellow Turkic states since their independence. As previously mentioned, this bond was further reinforced by T?rkiye’s pivotal role in the Second Karabakh War, highlighting its significant strategic influence in shaping the region’s geopolitical landscape. During this conflict, Ankara played an instrumental role in facilitating the liberation of Azerbaijani territories and at the same time underscored T?rkiye’s strategic importance and bolstered its standing among these nations. T?rkiye’s successful interventions in regional crises such as Libya and Syria also had a positive impact on its image. In this context, the Turkic states’ decision to align with T?rkiye can be seen as a strategic move to leverage T?rkiye’s increasing influence in regional geopolitics and global affairs. This collaboration allows them to amplify their voice on the international stage, enhancing their bargaining power and positioning in global geopolitics.
