<p>After reflecting <em>On the European and Asian origins of legal and political systems: views from Korea, Kazakhstan and France</em> (2018), the authors address in this book three intertwined issues. First, how systems that were established long ago are challenged by the necessity to adapt to change both in time, rapidly after the end of the cold war, and in space, across the continent of Eurasia and no longer ‘simply’ in their sub-region. Second, how these systems evolve both in a <em>sui generis</em> manner and adopt, each for itself, reforms at the national and sub-regional levels; and also in a reciprocal manner, learn and borrow from each other towards a ‘regional legal order’ in the making. Third, how extra-judicial evolutions, such as the logistical and commercial dynamics of the <em>Belt and Road Initiative(s)</em> appear more and more as the source or the cause of that very change affecting all Eurasian actors and interests. Examined elsewhere from a broad social sciences perspective, in the publication <em>Cross-border exchanges: Eurasian perspectives on logistics and diplomacy</em> (2019), these issues are here systematically analysed by a mix of conceptual and doctrinal perspectives and of textual, jurisprudential and positivist perspectives. <p>This book reopens and restructures the grand debate on the nature of economic development in China prior to the Communist revolution. It rejects the debate’s old contours in which quantitative data were used to argue that the trajectory of Chinese development was either “positive” or “negative.” Instead, the author combines quantitative analysis with a detailed study of local politics, culture, and gender to explain the shaping of the modern Chinese economy.</p> <p>Focusing on silk production in Wuxi county in the Yangzi Delta, the author argues that local elites used social dominance to build a silk industry continuumー“one industry”ーfusing modern factory production with older patterns of peasant-family farming. The resulting social configuration was “two Chinas”ーone populated by wealthy urban elites transformed into a new, silk-industry bourgeoisie, and the other by peasant families whose women became the workforce for cocoon production.</p> <p>The author describes the roles of merchant guilds and other elite organizations established to protect the silk industry from outside competition and excessive taxation; the methods and styles of elite networking and investment in building modern silk filatures; and the roles of womenーelite women in sericulture reform and peasant women in silkworm raising. She also reveals the cooperation between silk-industry elites and Nationalist government officials in the 1920’s and 1930’s, which resulted in an industry that was virtually state-directed and designed to pass downward to the peasants the costs of building more competitive silk filatures. <p>Japanese became the largest ethnic Asian group in the United States for most of the twentieth century and played a critical role in the expansion of agriculture in California and elsewhere. The first Japanese settlement occurred in 1869 when refugees fleeing the devastation in their Aizu Domain of the 1868 Boshin Civil War traveled to California in 1869 where they established the Wakamatsu Tea & Silk Colony Farm. Led by German arms dealer and entrepreneur John Henry Schnell, the Colony succeeded in its initial attempts to produce tea and silk, but financial problems, a severe drought, and tainted irrigation water forced the closure of the Colony in June 1871.</p> <p>While the Aizu colonists were unsuccessful in their endeavor, their departure from Japan as refugees, their goal of settling permanently in the United States, and their establishment of an agricultural colony was soon imitated by tens of thousands of Japanese immigrants.</p> <p>The Wakamatsu Colony was largely forgotten after its closure, but Japanese American historians rediscovered it in the 1920s and soon recognized it as the birthplace of Japanese America. They focused their attention on a young female colonist, Okei Ito, who died there weeks after the Colony shut down and whose grave rests on the property to this day. These writers transformed Okei-san into a pure and virtuous symbol who sacrificed her life to establish a foothold for future Japanese pioneers in California. Today many Japanese Americans regard the Wakamatsu Farm as their “Plymouth Rock” or Jamestown and have made it a major pilgrimage site.</p> <p>The American River Conservancy (ARC) purchased the Wakamatsu Farm property in 2010.
