In 1946, World War I veteran and self-described “buck private in the rear rank” Gerald Andrew Howell finished a memoir of the experiences of his squad from the 39th Infantry Regiment, 4th Division, and their “moments of horror, tragedy, humor, amour, [and] promiscuity” in Europe. This was “the old Army as it used to be,” Howell explainsーthe saga of the “down-trodden doughboy.” A few months later Howell was dead, his manuscript unpublished. Jeffrey Patrick discovered the memoir and the author’s correspondence with publishers and took on the task of bringing it to publication at last. Yesterday There Was Glory is an unpretentious account of men at war, from training camp to the occupation of Germany. It includes graphic descriptions of the battlefield, of shell fire, gas attacks, and lice. “Between the attacks the men would lay in their wet holes and pray for relief. But no relief came,” Howell remembers. He recalls much more than the horrors of combat, however, chronicling the diverse collection of heroes, professional warriors, shirkers, and braggarts that made up the American Expeditionary Forces. Howell and his comrades longed for wounds that would allow them to escape the war, but resolutely engaged the Germans in hand-to-hand combat. They poked fun at their comrades, but were willing to share their last can of food. They endured difficult marches, pursued “mademoiselles” and “frauleins,” and even staged a “strike” to protest mistreatment by their officers. They were as “ribald as any soldiery in any army,” Howell admits, but “underneath this veneer, they were really patriotic, steadfast and sincere.” Patrick provides an editor’s introduction and annotations to explain terms and sources in the memoir. <p>Money laundering schemes are constantly evolving, which requires public authorities to constantly up-date their knowledge and implement state-of-the-art measures to combat corruption. The monograph demonstrates how the Ukraine can improve its implementation of FATF recommendations to fight money laundering and corruption and how it can better organize the mechanisms of state regulation and the monitoring of financial activities. This monograph offers a new approach to implementing an anti-corruption strategy in Ukraine and suggests how the fight against corruption within government can be streamlined using modern methods and a risk-based approach. Drawing on the experience of EU countries through a comparative analysis of the rules and procedures for structuring public administration policy, this work proposes developing recommendations to strengthen the Ukrainian anti-money laundering and corruption policy. Corruption remains a widespread problem at various levels within Ukrainian public administration and it has significantly weakened public confidence in government and in the judicial system. In an international comparison of corruption in 180 countries, Ukraine ranks 130th, making it one of the most corrupt countries in the world. At the same time, Ukraine has an AML/CTF legal administrative framework in place that largely meets the current formal requirements of the FATF. The Ukraine has implemented AML and anti-corruption measures under the Council of Europe's Moneyval monitoring mechanism. In addition, Moneyval has been an associate member of the FATF since 2006. The National Bank of Ukraine (NBU) practices risk-based banking supervision and has made significant progress in creating transparency regarding the beneficial ownership of banks. In recent years, Ukraine has consistently removed criminal owners from the banking sector and established an efficient sanction regime in response to breaches of legal obligations, including the withdrawal of banking licenses. Furthermore, the establishment of a unified state register for beneficial ownership allows authorities to identify banking clients. In terms of mutual legal assistance on money laundering and corruption, the Ukraine has also made significant progress. Ultimately, the Ukrainian AML/CTF framework has been refined significantly in recent years. Today, there is a clear understanding of money laundering and terrorist financing risks in Ukraine both at the administrative level and at the level of the supervisory authorities. As a result, far-reaching legislation has been established. Nevertheless, this development cannot hide the fact that money laundering via shell companies is still part of everyday life in Ukraine. The Ukrainian criminal justice system continues to be heavily influenced by corruption and has failed to effectively combat it. Ukrainian cross-border prosecution of money laundering offences, in particular the confiscation of proceeds of crime in other countries, is ineffective due to a lack of experience and the absence of legislation spelling out direct areas of responsibility and formal procedures. On a seven-month loan to the Bangladeshi Air Force, Peart suddenly found himself at the centre of the simmering hostility between two neighbouring nations. By the time they reached the area that had been threatened by the Indian pilots, the Jaguars had gone. For many, though, war is simply the beginning of hell. Current fiscal estimates show that warriors suffering from PTSD received during tours in the last 20 years will cost the US government more than $6 billion. He was a braggart who regaled listeners with at times exaggerated tales of his past deeds and those yet to come. His boasting did have one positive element. He sought to surpass his past glories with greater future victories.</p> <p>Patton seesawed between elation and despair, rage and compassion. He could chew out a subordinate for some mistake in the morning and comfort him for a similar mistake in the afternoon. His quick-temper and provocative views often overpowered his self-control. Twice that cost him an army command. During Germany’s occupation in August 1945, he casually quipped to several reporters that being a Nazi in Germany was no different from being a Republican or Democrat in the United States. For that Eisenhower relieved him from Third Army’s command. Most notoriously, during the Sicily campaign he slapped two soldiers suffering combat fatigue that he accused of malingering.</p> <p>General George S. <p>Fred Kirkpatrick served with the famed First Infantry's Black Lions, as a combat infantryman in Vietnam 1967. He was exposed to Agent Orange and struggled to try and understand what PTSD was doing to his life and writes about those struggles as a new author in his memoir of PTSD, "Why Didn't I Die."</p> <p>In a strange twist of irony, his father, nearly fifty years earlier, was exposed to Lethal Gas in World War I as a combat infantryman with the 4th Division in France.
